don't think it's possible to get good results out of that.
Your best chance would be trying to recreate the melody by ear...

i doubt there is any software since midi files are on a whole new level compared to mp3s and are made up of 10 (i think) different channels and each channel is for a seperate instrument for e.g. channel 1 = piano etc

and mp3s are simply made up of boring old 2 channels (1 channel if in mono)

I know a few people who have made midis of tracks with only a few bits like bass etc in them as i play around with a few and use them for my own personal remixes and to learn different riff techniques but i think they sit at home and make them from scratch more than cut them from a tune

Funnily enough, there happens to be a program, recently developed & released that could make that possible. I don't exactly enough about it to be sure. Melodyne. Non destructively edits standard audio formats so you can have full control over solid audio data. Edit pitch, time, phrasing and more. You can make full length solos out of one tiny phrase. The amazing thing is, unlike any form of time stretching etc.... It sounds believable.
